Leave No-One Behind (LNOB)

The 2nd Principle in the 2030 Agenda for Sustainable Development and its Sustainable Development Goals (SDGs)

The principle of “leaving no-one behind” is one of the six that guide the 2030 Agenda for Sustainable Development Goals. It represents the promise of the UN’ State Members to eradicate poverty in all its forms, and to combat discrimination and the inequalities that leave people behind and undermine the potential of individuals as holders of rights.

That said, why are people being left behind? The major cause is discrimination, including disability discrimination. People with disabilities face many barriers in accessing services, resources and equal opportunities because of discriminatory laws, policies and social practices.

The United Nations developed an Operational Guide to support LNOB implementation at national levels in order to operate in a shared framework for action and to avoid discriminatory practices. The Guide provides a step-by-step approach, so the State should: a) identify who is being left behind and the cause; b) identify effective measures to address the cause; c) monitor progress; and d) ensure its accountability.
